A formatter can resize and compress an image, but it cannot repair a face that is hidden, heavily blurred, or lit with a strong shadow. Start with a recent, front-facing photograph and leave a little space around the head and shoulders.
Open the downloaded file once after saving it. Confirm that the face is sharp, the crop has not cut off the head or shoulders, and the file extension is JPG/JPEG.
Photographs contain much more detail than signatures, so some images cannot reach a small target range without visible quality loss. When that happens, the tool leaves the highest-quality result it can produce and asks you to compare the size yourself. That is more honest than claiming that a file will be accepted by a government portal.
